How it is calculated
These schemes are not a simple income test. Urban PMAY-U 2.0 uses income bands plus ownership rules; rural PMAY-G uses SECC deprivation criteria and automatic exclusions.
Urban: no pucca house + no prior housing benefit + income ≤ Rs 9 lakh → EWS/LIG/MIG · Rural: SECC 2011 criteria + no pucca house + no automatic exclusion
Check the area type
Urban areas use PMAY-U 2.0, which has EWS, LIG and MIG income segments. Rural areas use PMAY-G, which is based on SECC 2011 deprivation parameters and automatic exclusion criteria, not a simple income cutoff.
Check home ownership
No family member — husband, wife or unmarried children — may own a pucca house anywhere in India. If one does, the household is not eligible under either scheme.
Check prior help and income
A housing benefit from a central, state or local scheme in the last 20 years bars PMAY-U 2.0. For PMAY-G, income-tax payers and government employees are automatically excluded. Urban income above Rs 9 lakh is outside PMAY-U 2.0.

What most pages get wrong
Urban and rural run on different rules
PMAY-U 2.0 uses income bands — EWS, LIG and MIG — while PMAY-G uses SECC 2011 deprivation criteria plus automatic exclusions.
One pucca house anywhere disqualifies the family
Ownership by any family member, in any part of India, makes the household ineligible. A pucca house has sturdy walls and a roof, even if the floor is kutcha.
Urban eligibility stops at Rs 9 lakh income
PMAY-U 2.0 has no urban segment above MIG, so an annual household income above Rs 9,00,000 is outside the scheme on the income test.
A housing benefit in the last 20 years bars PMAY-U 2.0
The rule covers central, state and local self-government schemes. It is checked at application, so disclose earlier assistance.
